Michigan's Section 303(d) List |

After applying the methodology given in Section II. above, the Michigan 303(d) list for 1998 consists of waterbodies requiring 290 TMDLs. In addition, all Michigan waters of the Great Lakes are also considered on the 303(d) list due to the presence of fish consumption advisories. All of Michigan's inland lakes are considered on the 303(d) list due to a generic mercury fish consumption advisory. This list contains nine waterbodies that are listed on the 303(d) list that presently meet WQS but are not expected to meet WQS by April, 2000 (threatened waterbodies). This includes four streams and five lakes. The lakes are specifically listed due to nutrient enrichment (phosphorus) concerns, and all are located on the upper Huron River. |

The TMDL list is substantially larger than the 1996 list because of several changes in the listing process. These changes included listing waterbodies with fish advisories but no known sources, waterbodies with impairment due to sedimentation, waterbodies with impairment and no specific cause or source of pollutants, and threatened waterbodies. These changes were due to recent federal court decisions regarding TMDLs and subsequent changes in EPA direction on the listing process. This does not mean that water quality in Michigan's waters is declining. On the contrary, water quality continues to improve in most areas. For example, the Great Lakes water quality is much improved over what it was 20 years ago, and especially noticeable in areas like Saginaw Bay and Lake Erie. The remaining problems in the Great Lakes are related primarily to continuing recycling of PCB contamination. Michigan has also been very diligent and effective in issuing NPDES permits which comply with WQS. This process results in permits issued with over 300 water quality-based effluent limits each year. Each water quality-based effluent limit is the equivalent of a TMDL. This process has resulted in significant improvement in water quality in Michigan, and serves to keep many additional waterbodies from being on the TMDL list. |
